Clint Harp

Clint Harp is vice president of transmission strategic services at the Lower Colorado River Authority. He oversees telecommunication operations, business development and acquisition efforts. Previously he was chief of staff where he was responsible for coordinating business plan objectives across different organizational units, developing strategic initiatives and leading special projects. This included LCRA Steps Forward Day, a single day company-wide service project in over 25 cities in central Texas.

Prior to joining LCRA in February 2014, Clint was the director of business development for the state of Texas working under Governor Rick Perry. In that role, he oversaw efforts to market Texas as a premier business location, led a team of trade and location specialists, and was responsible for a number of state programs and initiatives, including the Texas Enterprise Fund, The State of Texas North American Free Trade Agreement Office, and Business Development Office. Clint also served as an appointed board member to the Texas Economic Development Corporation. He first joined the governor’s staff in 2008 as executive aide and then as special advisor to Governor Perry.

Currently Clint is an Executive Committee member of the Austin Chamber of Commerce Board of Directors. He also serves as a board member of the Hill Country Conservancy and is an Alumni Chapter Leader for his Alma Mater, Pepperdine University. He previously served on the board of the Colorado River Alliance and was a member of the 2017 Austin Area Research Organization’s McBee Fellowship Program.

Clint is a graduate of the Edge Leadership Program from Acton School of Business. He also completed the Transformative Leadership Program and Governor’s Executive Development Program from the Lyndon B. Johnson School of Public Affairs Governor’s Center for Management Development. He holds a bachelor’s degree from Pepperdine University. Clint and his wife Kelsey live in Austin, Texas where they are active members in their community and church. In his spare time Clint can be found on the trails running with their dogs while training for his next ultramarathon.
