Joy Ditto

Joy Ditto is the President and CEO of the Utilities Technology Council (UTC), the Washington-based association representing vital energy and water utilities on their mission-critical technologies by driving innovation, fostering collaboration and influencing public policy.
Prior to joining UTC in 2016, Joy spent 15 years at the American Public Power Association (APPA), the national association representing publicly owned electric utilities. She served APPA in several capacities, including serving as the association’s Senior Vice President for Legislative and Political Affairs.
Before joining APPA, Joy spent eight years on Capitol Hill as legislative assistant to Reps. Joe McDade and Don Sherwood, and Sen. Chuck Hagel from Nebraska. She started as a staff assistant to Senator John McCain.
Joy is a past Chairman and board member of the National Energy Resources Organization. She currently serves on the board of the Women’s Energy Resources Council. She is a graduate of Vanderbilt University and has earned an executive certificate in nonprofit management from Georgetown University.
